President Prabowo Subianto on Thursday (Oct. 1, 2026) inaugurated Luky Alfirman and Nurkholisoh Ibnu Aman as deputy finance ministers for the remainder of the 2024–2029 term at the State Palace in Jakarta.
Their appointments were made under Presidential Decree (Keppres) No. 104/P of 2026 on the Dismissal and Appointment of Ministers and Deputy Ministers of State in the Red and White Cabinet.
Luky and Nurkholisoh were sworn in alongside several other state officials as part of the cabinet reshuffle, including Coordinating Minister for Political and Security Affairs Dudung Abdurachman, Coordinating Minister for Human Development and Cultural Affairs Sugiono, and Foreign Minister Arrmanatha Nasir.
The two join Juda Agung, who had previously served as deputy finance minister. The Finance Ministry will therefore have three deputy finance ministers assisting Finance Minister Suahasil Nazara.
Luky Alfirman’s Career
Luky Alfirman is a career bureaucrat who joined the Ministry of Finance on March 1, 1995. He earned a bachelor’s degree in industrial engineering from the Bandung Institute of Technology (ITB) in 1994, followed by a Master of Arts in Economics in 2000 and a PhD in Economics in 2004 from the University of Colorado in the United States.
Luky’s career at the Ministry of Finance has spanned taxation, macroeconomic policy, financing, and budgeting. He began his career at the Directorate General of Taxes (DGT), serving, among other positions, as head of the Taxation Potential Subdirectorate and head of the Jakarta Kebayoran Lama Primary Tax Office.
He later served as head of the Center for Macroeconomic Policy at the Fiscal Policy Agency (BKF). He was subsequently appointed director general of Financing and Risk Management in 2017, director general of Fiscal Balance in 2022, and director general of Budget since May 2025.
In April 2026, Luky was removed from his position as director general of Budget by then-Finance Minister Purbaya Yudhi Sadewa. He has now returned to the Ministry of Finance’s leadership structure as deputy finance minister.
Nurkholisoh’s Career
Nurkholisoh Ibnu Aman is an economist and researcher with experience at Bank Indonesia (BI). She studied industrial engineering at ITB from 1997 to 2002 before earning a master’s degree from Chalmers University of Technology in 2004 and an MBA in Finance and Economics from the University of Chicago Booth in 2012. In 2025, she completed her doctoral studies in finance at the University of Edinburgh Business School.
Before joining BI, Nurkholisoh worked as a senior associate at Ernst & Young from 2004 to 2005. At BI, she served as a senior economist from 2006 to 2019 and as a senior researcher from 2024 to 2026.
Her areas of expertise include monetary stability, payment systems, and digital transformation. She has contributed to several research projects, including studies on the impact of digitalization on social assistance distribution using microdata from payment systems and the development of financing through bank asset securitization.
This experience provides a background for Nurkholisoh’s role at the Ministry of Finance, including on issues related to the digitalization of state cash management, social assistance governance, and fiscal and monetary policy coordination.
