The Directorate General of Taxes (DGT) officially launched Coretax on January 1, 2025. This new tax administration system, which reportedly cost IDR 1.22 trillion, was designed to synchronize and integrate various tax applications across different platforms (CNBC, 2025).

 

However, reality has not caught up with the plan. Numerous issues and obstacles have surfaced during the implementation of Coretax. These include server errors, slow performance, and difficulties in generating reports. CNBC reported that even 10 days after its launch, Coretax was still experiencing login access problems. Additionally, many taxpayers reported ongoing issues with creating tax invoices (CNBC, 2025).

 

Dwi Astuti, the Director of Counseling, Services, and Public Relations at the DGT, identified the main obstacle as the data synchronization process, not server issues. She also noted that the high volume of simultaneous users was affecting system performance (Tempo, 2025).

 

Despite these challenges, the Director General of Taxes assured taxpayers they would not face penalties for late issuance of tax invoices during the Coretax transition period. This response came after numerous complaints from taxpayers who struggled to issue invoices through the new system (CNBC, 2025).

 

A written statement of the DGT (KT-02/2025) was issued to reiterate this response. In the written statement, the DGT apologized to taxpayers for the challenges encountered during the Coretax transition. They also assured that ongoing efforts are being made to address these issues and ensure the smooth operation of Coretax services. The DGT has outlined several corrective measures:

 

  1. Expand the network and increase bandwidth capacity.
  2. Appoint a person in charge of the company (role access / impersonate) and a person in charge of administration activities to issue tax invoices.
  3. Allow tax invoices to be submitted in the usual manner or *.xml format. The system can currently handle up to 100 invoices per submission in *.xml format and will continue to improve its capacity and invoice printing features.
  4. Enhance registration processes, including password resets, National Identification Number (Nomor Induk Kependudukan / NIK) - Taxpayer Identification Number (Nomor Pokok Wajib Pajak / NPWP) matching, data updates, and electronic certificate authorization via facial recognition.
  5. Improve payment processes, such as billing code creation, transfers, and payment of arrears (tax debts) in the form of a Tax Collection Letter (Surat Tagihan Pajak / STP) or Tax Assessment Letter (Surat Ketetapan Pajak / SKP).
  6. Streamline submission services for Income Tax Exemption Certificate (Surat Keterangan Bebas Pajak Penghasilan / SKB PPh), VAT Exemption Certificate (Surat Keterangan Bebas Pajak Pertambahan Nilai / SKB PPN), Confirmation of Taxpayer Status (Konfirmasi Status Wajib Pajak / KSWP) and Taxable Entrepreneur (Pengusaha Kena Pajak / PKP) status.

 

As of January 9, 2025, 126,590 taxpayers had successfully obtained digital/electronic certificates to sign tax invoices, and 34,401 taxpayers had issued a total of 845,514 invoices, with 236,221 invoices validated or approved.

 

The DGT emphasized that taxpayers would not be placed under additional burdens due to the transition to the new system. They are committed to continuously improving the system to ensure smooth operation.
